The West Bengal Municipal Act, 1993 and the subsequent amendment made in 1998 clearly envisaged that the Urban Local Bodies will prepare Draft Development Plan covering a period of 5 years(2008-09 to 2012-13) given birth to a full fledged Planning Cell at ULB level.

As a result, Old Malda Municipality has prepared a first generation Draft Development Plan for the period of 2008-09 to 2012-13.
